ALEXANDER + CHRISTOPHER WATKINS :
Abducted from Canada ! Help Find My Sons




This Blog shares information regarding the
INTERNATIONAL ABDUCTION of my two sons, Alexander Watkins and Christopher Watkins by their non-custodial mother, Edyta ( Ustaszewski ) Watkins which we are still trying to locate in Europe. This Blog also shares some of the documented problems I have encountered within our Canadian System and the letters I have written to Politicians and letters received from all of them on how my constant warnings about this traumatic abduction were ignored by the Judicial Courts and the Government 1-year prior to my son’s parental abduction.

All of this could have been easily prevented with changes in procedures to our Judicial and Canadian Passport systems.

On May 26, 2009 in the offices of Ontario’s Family Responsibility Office (FRO) which operates the Ontario Central HAGUE CONVENTION Authority, Anne Bourdeau, Assistant National Coordinator working in Foreign Affairs and International Trade Canada - CONSULAR AFFAIRS BUREAU and Julie Gagnon of the R.C.M.P.’s national, OUR MISSING CHILDREN DIVISION, communicated in this meeting that she and the R.C.M.P. rarely ever meet face-to-face with Left-behind parents but this was arranged because this abduction case was “well planned in advanced” and “unique in Canada”.


Mrs. Terry Smith, Case Manager of CHILD FIND ONTARIO has been helping in these matters with Mr. John Durant, Executive Director, since almost 1 year prior to the abduction of my children and shared that this is the first documented Canadian case to ever involve a Missing Person’s Organization by a concerned parent prior to an abduction. I had provided their contact information in my letters and Court Orders sent to Passport Canada’s Security Department on October 7, 10 and November 10, 2008.

KNOWN CIRCUMSTANCES :
Abduction of Alexander & Christopher

Edyta ( Ustaszewski ) WATKINS and her ex-husband Stephen WATKINS have been separated since August, 2004. They live separately and have 2 children together, Alexander WATKINS (June-7-2001) and Christopher WATKINS (April-1-2004). As of January 26th 2009, the Ontario Court of Justice at 47 Sheppard Avenue East, Toronto, Ontario, Canada issued a Final Court Order dealing with custody issues. In that Order, Stephen WATKINS was awarded Sole Custody of the children and Edyta WATKINS was given access to Alexander WATKINS and Christopher WATKINS on alternate weekends, from Friday at the end of school until Monday at the beginning of school.

This final Order was issued despite the fact that both Judicial Judges, the Honorable Justice H. Brownstone and the Honorable Madam Justice G. Waldman, were fully aware through legal motions brought up by the Stephen WATKINS’s lawyer and by the Catholic Children’s Aid Society of Toronto (CCAS) during Family Court and throughout the Custody Trial that Edyta WATKINS had NO fixed address, had lied during the trial where she lived, was evading the CCAS case workers and denied having in her possession two (2) Canadian Passports issued to the children in 2006 that had been ordered handed over to CCAS in Court Motions heard by the Honorable Justice H. Brownstone on November 21, 2007, December 18, 2007 and January 29, 2008.

On January 29, 2008, the Honorable Justice H. Brownstone had Ordered that Alexander Watkins and Christopher Watkins were:

#7 - NOT to be taken outside of the Province of Ontario, Canada without a Court Order

#8 - NO Passports were to be issued for either child without a Court Order

Alexander WATKINS and Christopher WATKINS have been living with their father, Stephen WATKINS, since December 2007, after the Catholic Children’s Aid Society of Toronto apprehended the children over concerns of mental / physical abuse by Edyta ( Ustaszewski ) WATKINS and both her parents. The Honorable Justice H. Brownstone of the Ontario Family Courts ruled that the CCAS had the authority to place the children with Stephen WATKINS as he already had a Joint-Custody Agreement enforced as of February 16th, 2006.

On Friday March 6th 2009, Edyta ( Ustaszewski ) WATKINS father, Tadeusz ( TED ) Ustaszewski, was confirmed by the school to be alone when he picked-up the children from their school and daycare to have a weekend access with their mother.

On Monday March 9th 2009, Stephen WATKINS advised York Regional Police that Edyta WATKINS or her father, Tadeusz ( Ted ) USTASZEWSKI had not returned the two children after her scheduled Court Ordered weekend access visit. The children’s school called and advised Stephen WATKINS that Alexander WATKINS and Christopher WATKINS were not dropped off in the morning.

Stephen WATKINS advised York Regional Police that he feared Edyta WATKINS would attempt to abduct the children, as she had not turned in their Canadian Passports as required by a previous Court Order issued on November 21, 2007 and that Edyta WATKINS had family living in Chicago, USA, in Torun, Poland and in Warsaw, Poland.

Durham Regional Police were requested to attend Edyta WATKINS residence and found no one home.

York Regional Police spoke with Edyta WATKINS father, Tadeusz ( Ted ) USTASZEWSKI who was able to confirm that he had dropped his daughter and the two children off in Niagara Falls, New York on Sunday March 8th 2009 some time before 12:00pm (noon).

Canada Border Services Agency was able to advise York Regional Police that Tadeusz ( Ted ) USTASZEWSKI returned to Canada alone at approximately 4:15 pm the same day.

On March 10th 2009, the US Department of Homeland Security advised York Regional Police that they had confirmed that Edyta ( Ustaszewski ) WATKINS and the children Alexander WATKINS and Christopher WATKINS had left on Northwestern Flight 52 from Detroit via Rochester, NY, USA to Frankfurt, Germany on Sunday March 8th, 2009.

Edyta ( Ustaszewski ) WATKINS left Canada and entered the United States and then traveled through German Customs in Frankfurt, Germany on a Canadian Passport that the Family Responsibility Office (FRO) in Ontario claims and reported verified was “suspended” on January 26th 2009 (Suspension of Federal Licenses), 42 days prior to the abduction on March 8th, 2009 as a Provincial Enforcement Measure by the Province of Ontario for lack of child support payments.

Based on the above information, York Regional Police in Ontario, Canada believe that this was a planned abduction and requested that a Warrant in the First be issued for Edyta ( Ustaszewski ) WATKINS for committing the offence of Abduction in Contravention of a Custody Order, contrary to Section 282 of the Canadian Criminal Code.

York Regional Police, through the Royal Canadian Mounted Police (RCMP), has requested INTERPOL to issue a “YELLOW NOTICE” for Alexander WATKINS (June-7-2001) and Christopher WATKINS (April-1-2004) . INTERPOL’s “YELLOW NOTICE” notifies all Police agencies in member countries to help locate missing persons, often minors, or to help identity persons who are unable to identify themselves. On April 1st 2009, York Regional Police upgraded for Edyta ( Ustaszewski ) WATKINS Ontario Provincial Arrest Warrant to a Canada-wide warrant for her arrest.

An INTERPOL “RED NOTICE” for Edyta ( Ustaszewski ) WATKINS is currently under review.

While the York Regional Police was investigating Edyta ( Ustaszewski ) WATKINS father, Tadeusz ( Ted ) USTASZEWSKI’s involvement in the abduction of Alexander WATKINS and Christopher WATKINS, he left Canada and traveled to his native home land of Poland a few weeks later.

Tadeusz Ustaszewski lives in Toronto, Canada but owns a residence in Warsaw, Poland.

Members of her extended family who reside in Chicago have confirmed that Edyta ( Ustaszewski ) WATKINS. Alexander WATKINS and Christopher WATKINS are now in Poland where Edyta was born and still has family although they may have also traveled or relocated in the countries of Germany and Austria.

FORGED DOCUMENTS :
Edyta ( Ustaszewski ) Watkins May Use
FORGED Documents in the Abduction

Edyta ( Ustaszewski ) Watkins already has a history of using FORGED or OLD Court Forms with Police, Government Services and Children Aid Societies in Canada. She is dependent on using her professional acting skills to persuaded and verbally manipulate people to support her cause and she may be very convincing. Never trust the documents she may be passing as they are most likely FORGED. If Edyta presents any forms or documentation regarding Custody Matters, please contact the Royal Canadian Mounted Police (RCMP) in Canada.

I have NOT provided my authorizing signature to any of the children's documents, court forms or parental forms which Edyta ( Ustaszewski ) Watkins may have in her possession after the date of June 10, 2006. Any "Stephen Watkins" signatures on any children's documents, court forms or parental forms after this date which may be provided by Edyta ( Ustaszewski ) Watkins should be deemed as FORGED documents and NOT valid.

I have NOT authorized Edyta (Ustaszewski) Watkins to LEAVE OR BE OUTSIDE OF the Province of Ontario, Canada with Alexander Watkins or Christopher Watkins. This was also Ordered by the Honorable Justice H. Brownstone (Court Judge) on January 29, 2008.

On October 6th 2008, I attended the Polish General Consulate of Poland in Toronto in person and filed, signed hand written letter's with the Polish Government to ensure that the Country of Poland does not issue any PASSPORTS or any DOCUMENTS to both Alexander Watkins and Christopher Watkins. As CANADA is the habitual residence for these children, the Country of Poland / Polish Government does NOT have my authorization as the Legal Custodial Parent to issue ANY documentation.

Early in the marriage, I did approve a Polish Passport for Alexander Watkins and he has only visited Poland once, for a two-week vacation, when he was 8-months old. Christopher Watkins has never traveled outside the country of Canada and I have NEVER approved a Polish Passport for Christopher Watkins.

In the abduction of the Watkins children through, a land border crossing into the United States in N.Y., Airline travel through Northwestern Airlines from Rochester via Detroit to Germany and entering through Customs in Germany, there were NO “Consent Letter” issued to Edyta ( Ustaszewski ) Watkins or documented to have been presented authorizing the children to travel alone with single individual. U.S Homeland Security reported to the RCMP that 3 Canadian Passports used on the travel and passed through German Customs.

GRANDFATHER ARRESTED : Tadeusz Ustaszewski is Charged in Assisting the International Parental Abduction from Canada to Europe of Alexander & Christopher Watkins

In this International Parental Child Abduction from Canada to Europe, Tadeusz ( Ted ) Ustaszewski, father of Edyta ( Ustaszewski ) WATKINS and grandfather of Alexander WATKINS and Christopher WATKINS has been Arrested on committing two (2) counts in the offence of “Aiding and Abetting” in the offence of Abduction in Contravention of a Custody Order, contrary to Section 282 of the Canadian Criminal Code when York Regional Police discovered he was back from Poland / Europe.

On Friday March 6, 2009 Edyta ( Ustaszewski ) WATKINS father, Tadeusz (TED) Ustaszewski, was confirmed by the school to be alone when he picked-up the children from their school and daycare to have a weekend access with their mother.

Brownstone on November 21, 2007, December 18, 2007 and January 29, 2008. Edyta WATKINS has family living in Chicago, USA, in Torun, Poland and in Warsaw, Poland.

York Regional Police could not lay charges before Tadeusz Ustaszewski left Canada approximately a few weeks later and has since traveled to Poland which Police suspect to be with his daughter, Edyta ( Ustaszewski ) WATKINS and grandchildren Alexander WATKINS and Christopher WATKINS.

On or about July 7, 2009 York Regional Police discovered that Tadeusz Ustaszewski was back from Europe when the Toronto’s 22 Division Police contacted York Region Police reporting that they have located Edyta Ustaszewski Watkins Minivan vandalized in a parking lot beside a Polish Newspaper in the West End of Toronto.

On July 16 2009 Tadeusz ( Ted ) Ustaszewski has been Arrested on committing two (2) counts in the offence of “Aiding and Abetting” in the offence of Abduction in Contravention of a Custody Order, contrary to Section 282 of the Canadian Criminal Code.

When York Regional Police interviewed Tadeusz Ustaszewski he has stated that he did not seen his daughter, Edyta ( Ustaszewski ) WATKINS or Alexander WATKINS and Christopher WATKINS while he was away in Poland but he “Thought that she may be traveling with the boys between Poland, Germany and Austria”.

After being in Poland for 2-3 months and already shown to have assisted in the abduction of Alexander WATKINS and Christopher WATKINS into the U.S., the York Regional Police have a hard time believing his statements.

Tadeusz Ustaszewski has turned over his Canadian and Polish Passports and has been released on a “Promise to Appear” Order without a bond. His first court date is schedule for August 18, 2009 in the Superior Courts, in Newmarket, Ontario, Canada.

York Regional Police in Ontario, Canada believe that this was a planned abduction and requested that a Canada-wide warrant in the First be issued for Edyta ( Ustaszewski ) WATKINS for committing two (2) counts in the offence of Abduction in Contravention of a Custody Order, contrary to Section 282 of the Canadian Criminal Code.
The father, Stephen WATKINS has a Sole Custody Order Finalized on January 26, 2009 although the boys, Alexander WATKINS and Christopher WATKINS, had been living with their father exclusively since December 2007 after the children were apprehended by the Catholic Children’s Aid Society of Toronto (CCAS) from their mother over mental / physical abuse.

Alexander WATKINS and Christopher WATKINS have still not been located in Poland, Germany or Austria and Europe.
